Joseph V. Chiarelli serves as Chairman of the Winnebago County Board, leading the seventh-
largest county in Illinois with a steadfast commitment to economic development, fiscal
responsibility, and community partnership. Elected Chairman in 2020 after serving two terms as
a Rockford alderman, he brings extensive local government experience and deep community
roots to his leadership role.
Under Chairman Chiarelli's leadership, Winnebago County has pursued strategic initiatives to
attract new businesses, strengthen regional collaboration, and invest in critical infrastructure
that supports long-term growth and prosperity for all residents. His tenure has been marked by
successful advocacy for federal and state funding to advance transportation, public safety, and
community services. He has championed initiatives that bridge local government, business
leaders, and community organizations to create opportunity and build a stronger future for
Winnebago County.
In his regional leadership capacity, Chairman Chiarelli serves on the board of the National
Association of Regional Councils representing a four-state region spanning Illinois, Indiana,
Wisconsin, and Minnesota, while also chairing the region's Metropolitan Planning Organization
and serving as Vice Chair of Region 1 Planning Council. Through these roles, he works to
advance transportation planning, economic development coordination, and strategic
partnerships that benefit communities throughout the region.
A dedicated public servant, Chairman Chiarelli believes in the power of leadership, service, and
mentorship — values that align closely with the Cosmo Club of Rockford's mission to promote a
thriving community by supporting families and children in need. His work reflects a
commitment to building a community where the next generation can thrive.
Chairman Chiarelli is honored to address the Cosmo Club Luncheon and looks forward to
